ECS works best with Internet Explorer 5.0 or higher. You must have the 128-bit encryption and JavaScript enabled. If you do not know how to do this, your first line of contact should be your internal technical support department.

System Security

When you are logged in, 128-bit encryption is used to encode your information, making it unreadable as it passes over the Internet. You are required to store your user ID and password where others may not access them, in order to help safeguard your data.

Please log out when you are finished with the system to protect against unauthorized access. Automatic log out occurs if you are inactive on ECS for more than 30 minutes.

Login Information

User IDs are created during online registration. Initial passwords are assigned by OPERS, are eight characters long, and are case-sensitive. Users are required to change passwords when first logging in to the system.

The new password must be at least eight characters long and must include at least one character from each of the following categories:

  • letters
  • numbers

User IDs are assigned to an individual rather than to an entity. Therefore, if more than one person at your organization is responsible for reporting, or has other duties covered by ECS, each user must have his/her own user ID and password.

To change your password, change your challenge question, or modify device authentication online, log in to the system, then click the Settings button. This will display the Security Settings page.

Change Password

If you need to change your password, you can contact OPERS to have it reset, or you may change it online. In order to verify your identity on the phone, you will need to have your user ID and the answer to the challenge question you selected during registration.

To change your password select the Change Password link.

Your new password must be at least 8 characters long and it must contain at least one letter and one number.

Click Change Password at the bottom of the page to complete the process.

To change your challenge question and answer select the Change Challenge Question link.

The challenge response must be at least 4 characters long.

Click Submit at the bottom of the page to complete the process.

Modify Device Authentication

To register and unregister devices for multi-factor authentication (MFA) select the Modify Device Authentication link. Please note that if you make a change to the Text or Voice factors here it will update the mobile phone number and primary phone number on your user profile.

The email can not be changed here. To update the email please contact your delegated administrator.

Once the correct data is entered select the register device button. This will send a verification code to the device. The Text and Voice codes are good for 5 minutes and the Email code is good for 15 minutes.

Once you receive the code enter it on the Verify Device page. If you do not receive a code after a few minutes you can send a new code with the Send New Code button.

Logging Out

To log out of the system, click Logout in the top navigation bar. You'll be returned to the login screen. Always log out when you'll be away from your computer to protect your data.

If you attempt to log out during a process that might cause data loss, you'll see a warning message reminding you to save your report before proceeding. You may choose to continue with the log out, or to return to the report, where you may choose to save your information.
